    Can knowledge management save regional development?

    Australia needs to create innovative regions to sustain economic prosperity and regional development. In order to do this, regions will need to systematically address their knowledge needs and identify tools that are appropriate in maximising their effectiveness. Many initiatives have focused on information and communication technology (ICT) to enable knowledge exchange and stimulate knowledge generation, but active knowledge management (KM) strategies are required if ICTs are to be used effectively. These strategies must respond to the regional economic and social environments which incorporate small and medium enterprises (SMEs). This paper outlines the importance of KM for supporting regional cluster development and the key ways in which communities of practice (CoPs), a KM technique, have been used to add value in similar contexts. How CoPs and their online counterpart, virtual communities of practice (VCoPs), can be used and developed in regional areas of Australia is considered along with a program for further research.<br /

    Electronic procurement in government: more complicated than just good business

    Electronic procurement has been widely embraced by governments seeking the administrative efficiencies and cost reductions experienced in the private sector. The enthusiastic response has rarely been tempered by critical evaluation of current models for implementation of e-procurement programs. This paper examines the case of Australian government e-procurement where there has been significant progress toward its adoption. It discusses factors in the Australian approach to public management which may affect its success. Other factors besides the technical efficacy of an e-procurement system should be taken into account in designing, implementing and managing these programs. These factors could affect the quality and effectiveness of an integrated e-procurement system and its acceptance by various stakeholder groups

    Providing information for business: government strategy for the online world

    Governments assume a major role in providing information resources for business as a way of promoting national development. This has proven to be a much more demanding task than one might suppose, given the diversity and complexity of business needs and the limitation of government resources for undertaking the task. This chapter will: (1) identify the challenges posed for government online business information strategies, (2) discuss research relating to the information strategy of one Australian government agency to support export development among small business, and (3) set out a framework for government online information provision in a diverse industry context. Coordination of the many government information services remains a challenge, especially among different levels of government. Well-designed strategies can improve the usability of online information and the efficiency of government information services.<br /

    Why should small firms adopt ebusiness? A framework for understanding the SME ebusiness context

    eBusiness research typically questions why small firms do not adopt these powerful technologies and suggests explanatory factors for these perceived shortcomings. This paper argues against the technological expansionist view by questioning why small firms should adopt eBusiness. Specifically, it proposes a new conceptualisation showing that each small firm has different circumstances and associated business goals, and that researchers and practitioners must convince each small firm why eBusiness should be used for its goals in preference to non-technology solutions. The paper also provides some preliminary insights, based on this view, into future theoretical and empirical directions to guide researchers who conduct small firm eBusiness adoption studies.<br /

    A preliminary meta-analysis of SME ebusiness journal publications: current trends and future research opportunities moving beyond adoption factor studies

    Previous meta-analyses of SME-eBusiness journal research focuses on analysing adoption factors, pre-2000 articles and a small number of journals. This paper departs from this research by analysing 100 articles published between 2003 and 2006 in 41 journals on the basis of the research approaches employed, countries and eBusiness technologies studied, and research objectives focused upon. The paper presents preliminary insights into current major research trends based on this analysis, such as the predominant focus on adoption factor by many studies. It also identifies future research opportunities, and proposes a research agenda which aims to progress SME-eBusiness research beyond adoption factor studies by outlining research objectives to help SMEs overcome barriers and exploit drivers.<br /

    New directions for research on SME-eBusiness :insights from an analysis of journal articles from 2003-2006

    Previous research which consolidates the growing body of academic literature on small and medium enterprises (SMEs) and electronic business (eBusiness) has taken the form of meta-analyses which focus on analysing adoption factors, pre-2000 articles and a small number of journals. This paper makes a valuable contribution to the analysis of SME-eBusiness research by addressing the limitations of past literature analyses because it presents an extensive literature review of 120 SME-eBusiness journal articles published between 2003 and 2006 in 53 journals. This paper is unique, when compared to meta-analyses of adoption factors, because it analyses the SME-eBusiness literature broadly on the basis of the data collection approaches used, countries and eBusiness technologies studied, and the primary research objective of each article. This approach to the analysis revealed a number of limitations in the existing research such as the tendency: to treat SMEs and eBusiness applications homogeneously rather than as highly diverse, complex entities; to repeat adoption factor studies which have now reached saturation point; and to focus on SMEs themselves without considering the complexity of relationships which many SMEs have with family, friends, other businesses and eBusiness solution providers. These limitations highlight the need for new research directions which move beyond identifying and evaluating adoption factors. The paper concludes by outlining a number of broad research directions which might help overcome the limitations with the existing body of SME-eBusiness research. <br /

    Securing small business - the role of information technology policy

    As small and medium enterprises develop their capacity to trade&nbsp; electronically, they and their trading partners stand to gain considerable benefit from the resulting transaction efficiencies and business&nbsp; relationships. However, this raises the question of how well small business manages its IT security and the threats that security lapses may pose to the wider trading network. It is in the interest of all members of an electronic trading network, as well as governments, to assist smaller companies to secure their business data. This paper considers the relationship between IT security management and IT policy implementation among small&nbsp; businesses involved in business-to-business eCommerce. It reports the results of a survey of 240 Australian small and medium businesses&nbsp; operating in a cross-industry environment. The survey found a low level of strategic integration of eCommerce along with inadequate IT security among the respondents, despite the fact that 81% were doing business online and 97% identified their business data as confidential. Businesses which implemented satisfactory levels of security technologies were more likely than others to have an information technology policy within the organisation. The paper proposes a model that outlines the development of security governance and policy implementation for small and medium businesses.<br /

    Transacting with citizens: Australian government policy, strategy and implementation of online tax lodgement

    Many governments have shown leadership in encouraging their citizenry to conduct transactions on-line. The policies that underpin these initiatives refer to a blend of civic benefits and efficiency goals. They combine the rhetoric of customer service with social shaping through &lsquo;government as model user&rsquo; and procedures that require online activities. Many initiatives are described as &lsquo;electronic service delivery&rsquo;, terms that indicate an intention to provide much more than an additional channel for government interaction with citizens. Australia, as an innovator in eGovernment is a good example of this approach and its national government has specified policy goals for its online strategy. In this paper we examine the case of one Australian online delivery initiative, electronic tax lodgement (e-tax) and consider how well that initiative has met the policy goals of the government. Combining insights from Rogers&rsquo; Diffusion of Innovation theory and political analysis, we outline potential difficulties that governments face in implementing ESD initiatives. Our conclusion from this case study is that the provision of good technology is only a small part of the ESD challenge. It shows how success of an ESD implementation may yield contradictory outcomes in terms of overall eGovernment strategies. This case highlights the need for long-termimplementation plans and integration of initiatives with broader government strategy.<br /

    Development of an instrument to evaluate the quality of delivered information systems

    Delivered information systems are an integral part of many organisations&rsquo; information technology infrastructure. Their dynamic nature creates new challenges, not the least of which is the need to measure the quality/effectiveness of these systems. Given the size of investment in these systems, it would be invaluable for business to formulate a fresh, simple, easy to administer, multi-dimensional instrument capable of measuring the quality of delivered information systems or applications. Such an instrument would provide a practical and efficient means to pinpoint areas that key stakeholders, ranging from end-users to managers, perceive as requiring attention. In this paper, we report on the development of one such instrument. This instrument addresses key areas of performance and uses multiple statements to enhance stakeholders&rsquo; understanding of these areas.<br /

    National governments doing business on-line : an Australian look at current practice and future hazards

    Governments around the world are taking advantage of the numerous benefits offered by the World Wide Web in order to provide client services to citizens. Australia has been a leader in this trend. The literature in this area focuses primarily on the pragmatic issues such as governmental accountability and transparency, interactivity, policy making, security and privacy, quality and costs. Along with the positive accounts of eGovernment development, however, some concerns are emerging in the literature. This paper examines such issues with particular reference to national governments. Although Australia can be proud of its position as a leader in bringing government business to the Web, it must also be cognisant of the concerns about eGovernment that are being more widely identified.<br /
